Any violation of Section 3 was punishable by a fine of 25,000 and a three-year sentence that might be increased to five years in jail. The measure mandated that anybody considering converting to a different religion notify the relevant District Magistrate or Additional District Magistrate of their intent at least 30 days prior to the conversion.
